Oregon Community Programs (OCP) is Oregon’s leading provider of Treatment Foster Care, delivering evidence-based behavioral health services in our own nurturing, highly supported foster homes. We don’t just place youth — we equip, train, and walk alongside our foster parents every step of the way, with strong support from TFCO experts.
The BH TFC Certifier actively screens, certifies and trains prospective and active foster homes. The certifier provides support, coaching, and training in collaboration with the clinical and certification teams. The certifier ensures that foster homes meet the safety standards per regulatory boards and supports interventions that align with the established clinical approach.
This is a full-time position.
Minimum Job Requirements:
- Bachelor’s degree in a human services field and/or significant relevant experience.
- Experience collaborating with community partners.
- Comfortable using web-based agency platforms and proficient in Microsoft Office.
- Experience maintaining records, documentation, and data tracking systems.
- Comfortable engaging in conversations related to Equity, Inclusion, and Belonging.
- Strong communication, organization, and time management skills.
- Valid driver’s license
- Consistent access to personal transportation for conducting in-home visits related to home certification and safety reviews.
- Must be able to successfully complete a criminal history background check prior to employment.
Our Ideal Candidate:
- Experience as a foster parent or working in foster care services.
- Experience in behavioral health setting supporting youth and families.
- Experience maintaining organized documentation and administrative tracking systems.
Essential Responsibilities:
- Coordinate certification and recertification processes for BH TFC foster homes.
- Complete screenings, home studies, home visits, and required documentation.
- Support foster parents through training, coaching, and ongoing communication.
- Respond to foster parent concerns with compassion, clarity, and accountability.
- Maintain accurate records and tracking in Binti and other systems.
- Monitor compliance with licensing standards, timelines, and agency expectations.
- Collaborate with certification, clinical, and recruitment teams to support foster parent success.
- Support foster parent meetings, trainings, appreciation events, and community outreach.
- Upholds strong safety and training standards by supporting foster homes in maintaining certification requirements.

Job Title: Behavioral Health Treatment Foster Care (BH TFC) Certifier
Reports to: Allison Misar, Program Manager- Foster Care Certification
Classification: Salary, Exempt
Job Grade 15: Starting Salary $62,900-$65,480 range depending on education, experience, and/or other pay differentials. Eligible for performance-based increase up to 3% at 6-month review.
Hours: Typical schedule is Monday through Friday during standard business hours, with occasional evening and weekend events.
Location: In person, at 1170 Pearl St. Eugene, OR. Work also takes place in client homes.
