As our Program Manager of Foster Care Certification, you’ll oversee and manage the full foster home certification process, lead high-quality trainings, ensure regulatory compliance, and build strong partnerships with foster parents and community stakeholders. Minimum Qualifications:
- Master’s degree in Counseling, Clinical Psychology, or Social Work OR Bachelor’s degree in a behavioral sciences field combined with related experience. Must meet Oregon State requirements for a Qualified Mental Health Professional.
- Two years of non-profit leadership or management experience, ideally in youth behavioral health treatment or a related field.
- Experience with:
- Program operations and budgeting
- Collaborating with community partners
- Managing contractual and regulatory obligations
- Guiding and motivating a team of professionals with clarity, respect, and constructive feedback
- Excellent writing skills incorporating critical thinking and information synthesis
- Excellent oral skills, including public speaking
- Proficient in typing/keyboarding, using MS Office, and very comfortable learning new web-based platforms
- Reliable car, valid driver’s license, automobile liability insurance

Primary responsibilities of this position:
Program Manager is responsible for overseeing the Recruitment, Certification, Compliance, Recruitment and Training of treatment foster parents and managing all staff on the Certification team.
- Develop comprehensive understanding of all process components, tracking and reporting systems, and quality improvement that maintains model fidelity.
- Meet contractual obligations and regulatory and compliance requirements, including site visits, monthly home visits, recordkeeping, documentation, and data across different platforms, within designated timelines.
- Work closely and openly communicate with the full behavioral health treatment foster care services team, foster parents, and other OCP managers.
- Identify and respond to emerging issues in respectful and compassionate manner that promotes positive behavior change.
- Field occasional calls outside of typical work hours.
- Facilitate meetings with staff and foster parents, address priorities and progress.
- Represent OCP professionally and maintains positive relationships with key stakeholders, culturally specific programs, and other community partners including Oregon Youth Authority, Oregon Department of Human Services, and Foster Plus.
- Advocate with funders around impact of current or future regulatory changes.
- Collaborate with team and marketing coordinator to develop and implement recruitment strategies that appeal to a diverse pool of treatment foster parents, ensure active participation in community events, and promote foster parent retention.
- Ensure timely offerings of full range of foster parent trainings in accordance with regulatory standards and treatment fidelity, using the appropriate materials, participate in ongoing training.
- Collaboratively identify additional foster parent training needs using a trauma-informed lens.
- Maintain updated training materials, ensure dissemination of changes across teams.
- Oversee and manage certification staff including guidance, support, delegation, coaching, conflict resolution, and performance.
- Utilize all appropriate technology to achieve program goals.

Job Title: Program Manager, Foster Care Certification
Reports to: Nicolle Kuhn, Administrative Program Manager, Behavioral Health Treatment Foster Care
Classification: Salaried, Exempt
Job Grade 19: $77,584-$80,683 per year depending on experience, bilingual capabilities, and other pay equity differentials. Eligible for compensation increase of up to 3% at six months.
Anticipated start date: May 1, 2026
Location: In person, at 1170 Pearl St. Eugene, OR. Must be able to reliably commute or planning to relocate before starting work.
