Behavioral Health Treatment Foster Care (On-Site)

About the Position:

This position, also known as the Clinical Team Lead, coordinates all aspects of behavioral health treatment for approximately 6-9 youth. Youth are referred to our program from Oregon DHS child welfare and Oregon Youth Authority and present with a range of behavioral and mental health needs.  At OCP, we address the needs of the whole youth and work collaboratively with a variety of partners to ensure long-term stability. 

Our youth reside in a treatment foster home with specially trained volunteer foster parents. Their range of behavioral health needs are addressed within the treatment program and across settings, including individual therapy, skills training, case management, service coordination, access to prosocial activities that align with their identities, and family therapy focused on longer term positive family relationships.  

The foster parents participate in ongoing support services focused on coaching and training to maximize youth success. The Clinical Team Lead works closely with the foster parents to support this effort.  You will receive training and coaching in the Treatment Foster Care Oregon service delivery model and maintain certification once obtained.

Salary Package comprised of:

  • Starting Salary: $74,000-$83,000 (the salary range includes the monthly incentive for meeting your target caseload) per year depending on education, experience, and/or bilingual capabilities.
  • Caseload Incentives: Monthly incentive structure based on monthly caseload. Clinicians who meet or exceed their caseload targets earn an additional $6,000-$12,000 per year on average.
  • 6-month review: performance-based increase up to 3%

Job Duties:
  • Lead a team of individual and family therapists and skills trainers.  
  • Oversee all aspects of each youth’s clinical program placement and make clinical decisions that align with model fidelity while also considering adaptations where needed, to align with youth’s identities, culture and unique circumstances.  
  • Provide essential daily support to OCP’s therapeutic foster parents. Position includes an on-call rotation providing after-hours support.  
  • Facilitate weekly meetings with foster parents and clinical team.  
  • Coordinate with schools, probation departments, mental health agencies, child welfare, CCO’s, culturally specific programs and other community partners.  
  • Collaborate with supervisor on making matching decisions for program youth and treatment homes. 
  • Ensure compliance with all applicable state, county and other regulations, record-keeping and case documentation.  
Job Requirements:  
  • Must qualify as a QMHP in Oregon.  Graduates from master’s programs in the fields of Social Work, Family Therapy, Counseling, Behavioral Science or related fields are encouraged to apply.  
  • Requires registration or licensure with a behavioral health licensing board in Oregon or MHACBO within 90 days of hire as a CSWA, MFT-A, LPC-A, or similar.  Licensure is not required but may increase salary range. 
  • Ability to complete comprehensive mental health assessments and associated clinical treatment service plans.  
  • Ability to produce timely reports and progress notes. 
  • Experience working with youth and families preferably in a clinical setting. 
  • Comfortable learning Electronic Health Records, and other agency web-based platforms. 
  • Proficient in MS Office.   
  • Proficient typing/keyboarding skills with efficiency and accuracy.  
  • Comfortable with discussing personal and professional growth in areas of Equity, Inclusion, and Belonging work.   
  • Valid driver’s license and consistent access to a safe and insured personal vehicle. 
  • Ability to meet agency safe driving standards.

Fluency in Spanish is highly preferred but not required.
